Internal Link Manager is the closest thing I can find for my needs. I will have to dive into the code to do a little customizing. Namely, I want the links work across a multisite install while limiting backend access to Super Admin only....

Works well in terms of adding internal links, but behaves unexpectedly if you set the number of links higher than 1 and have more than 1 word matching an article. Ideally the number of uses would be across all keywords, so setting to 2...
